Facilities & Services (F&S) provides physical plant, operational, and essential services for sustaining an environment that fosters the research, teaching, and public engagement activities of the University of Illinois at Urbana-Champaign. The organization employs approximately 1,200 dedicated men and women serving in both Civil Service and Academic Professional positions. The F&S goal is to support the university's education, research, and outreach missions by improving the physical condition of the facilities and grounds, reducing energy consumption through education and use of alternative fuel sources, and being a responsive, reliable, and highly valued service provider.

Dedicated professionals are needed to meet engineering quality assurance demands on large capital and small construction projects at the University of Illinois at Urbana-Champaign campus. The Engineering Quality Assurance Design Review group is responsible for technical design and submittal reviews of large capital and small construction projects for campus buildings, maintaining Facility Standards, and works closely with campus clients and all divisions within the F&S organization.

Duties and Responsibilities:
The Management Engineer position is responsible for administration and supervision of the Design Review Group including work assignments, scheduling, setting priorities, and coordinating with campus clients and other departments within F&S. This position is responsible to provide Design Review services as a working manager, for ensuring F&S Facilities Standards are updated as needed to best serve campus, and for interpretation of codes.

This position shall: Serve as a resource to the Associate Director of Engineering Services regarding overall programs, management and operations of the Design Review unit with program and processes development, supervision and policy-making responsibility; Serve as liaison to other F&S, campus, and university departments in matters of design review, quality assurance, facilities design and construction; Work in close association with Management Architects/Engineers in the Engineering Design Group to support design and compliment staffing resources; Ensure appropriate quality assurance services are provided by Design Review staff on Capital and small construction projects working together with Commissioning & Inspection Construction staff, Capital Programs staff, other F&S staff, university clients, Professional Service Consultants, contractors, and other project stakeholders.

Responsible for organizing and directing updates to Facility Standards to achieve the quality of facility assets that provide the best long-term return on investment and required reliable performance to support the missions of F&S and the university; Allocate staff resources to achieve a balanced workload while matching skill set with task; Assist Capital Programs and the Commissioning & Inspections Group to prepare documents for LEED submittals; Assist the Planning Department by reviewing and providing recommended modifications to proposed project program statements, scoping documents, project budgets, and project schedules; Work together with Capital Programs to maintain a data base of past performance of Professional Service Consultants (PSC) and Contractors; Assist with and delegate Design Review staff to review responses to QBS requests, short listing qualified PSC’s consistent with University of Illinois procurement policy, and participate in the PSC qualification based selection process.

Assist the Capital Programs Department in interpreting Facility Standards, evaluating change orders, and shepherding variance requests through technical review; Provide technical support to the Capital Project Management Department in resolving design and construction issues; Manage the day-to-day operations of the Design Review Group; Collect and maintain Design Review metrics. Work with the Associate Director of Engineering Services to ensure a balanced financial performance; Prepare and coordinate training and education opportunities for the Design Review staff; Actively seek methods and procedures to improve quality and reduce the life cycle cost of University of Illinois facilities; Assist Capital Construction Planning and Deferred Maintenance unit in evaluating Concept and Feasibility Studies prior to project approval and in strategic planning of building infrastructure with respect to new and remodeling projects; Prepare and coordinate technical development, training, and education sessions for Design Review staff; and Perform other related duties as assigned by Associate Director of Engineering Services. This is a full-time, academic professional appointment.

Minimum Qualifications:
To qualify for this position, applicants must possess a Bachelor’s degree (Master’s degree preferred) in engineering from an accredited institution and must hold a current Professional Engineering license in the State of Illinois. Prefer current LEED Accredited Professional Certification.

Demonstrated experience in the building and construction industry, especially in institutional facilities. Minimum of five (5) years (prefer minimum of ten (10) years) of progressive and responsible experience in leading multi-discipline engineering work teams. Experience in the application of QA/QC process and procedures. In-depth experience in knowledge and application of building codes and standards. Prefer a strong understanding of University of Illinois Facility Standards. Demonstrate good communication and organizational skills.

This is a full-time, benefits eligible Academic Professional position. Anticipated start date is as soon as possible following the closing date. Salary is commensurate with qualifications.
