1. Professional Service Consultant (PSC) Agreement Type

    Quality Based Selection (QBS):
    • The professional services selection process is governed by the State of Illinois Architectural, Engineering, and Land Surveying Qualifications Based Selection (QBS) Act. This Act requires state agencies to publicly announce all requirements for architectural, engineering, and land-surveying services, to procure these services on the basis of demonstrated competence and qualifications, to negotiate contracts at fair and reasonable prices, evaluate the performance of firms, and authorize the Department of Professional Regulation to enforce the provisions of this Act. To view this Act or any of the forms and documents referenced in this policy, please go to the University Office of Capital Programs & Real Estate Services (UOCP&RES) website page, http://www.uocpres.uillinois.edu/architects/policies

3. Timespan

Factors affecting timeline are budget, complexity, and long lead items for materials/equipment/phasing in construction.
    • Low: for projects on the lower end of the budget scale, not complex, and do not anticipate additional time needed in construction for materials/equipment/phasing.
    • Average: one of the items identified above is anticipated.
    • High: more than one of the items identified above is anticipated.

4. BOT PSC Approval

Select "yes" for BOT PSC Approval for projects greater than S5M where PSC fees are expected to exceed $1M.

5. Conceptualization
