Planning, Design & Construction

Planning, Design & Construction directs capital projects with more than a $250,000 total project budget at the University of Illinois.

Project Delivery and Planning & Design

Planning, Design & Construction (PDC) manages the project programming phase, site selection process, and procurement of all professional service consultants for design. All projects with costs of $250,000 or more, must receive appropriate campus approval before proceeding with project development or execution. Project Delivery, Planning & Design, and Campus Code Compliance & Fire Safety assist with this process. At the start of the design phase, the project manager assumes the lead management role and proceeds with the execution of all remaining phases through the completion of the project.

Services

Capital Maintenance Planning

Lack of funding for routine maintenance to buildings allows minor repair work to evolve into more serious conditions. The program addresses many of these needs, including improved electrical and plumbing systems, ventilation, building envelopes, and interior finishes.

Historic Preservation

Twenty-seven campus buildings and sites are on the National Register of Historic Places with approximately another 60 buildings and 30 sites considered as eligible for listing on the National Register, which includes many structures built before 1970 and sites deemed important to the campus fabric. Guided by its specific preservation objectives, the University of Illinois has adopted a thoughtful planning process for responsible custodianship of its historic resources and preservation of its physical heritage.

Interior Design

Building interiors are places for faculty, students, staff and community members to live and enjoy architecture, art, and design. Interior design can help communicate the purpose of the university at large, to provide transformative learning experiences in and out of the classroom. Items like couches, chairs, stairwells in combination with art, color, flooring, walls, and lighting are all considerations made by the interior designers at F&S when imagining a space. Work is often done in collaboration with F&S in-house Crafts & Trades to bring those concepts to life.

Engineering Services

Engineering Services comprises areas: Design Services, Design Review, and Division of Responsibility. Together, they provide technical expertise for small and capital construction projects.

Construction Services

Construction Services manages construction, remodeling, and renovation projects typically under $250,000. Some projects with costs exceeding that amount are delivered through the department, but these projects require additional approvals.

Project Management

This department expands process efficiencies and project management improvements through data-driven decision making, enhancing communication with campus partners, and expediting project delivery through capital processes, various contractor programs, and in-house Crafts & Trades.

Code Compliance & Fire Safety

Campus Code Compliance & Fire Safety participates in the plan review process of a project to assist with scoping and code compliance for building, plumbing, mechanical, electrical, fire and safety codes, and ADA/Illinois accessibility code.

Landscape Architecture

The university landscape architect strives to create multi-functional campus landscapes, providing campus beautification, outdoor classrooms, passive recreation, stormwater capture, carbon sequestration, and pollinator support.

In addition to these services, Planning, Design & Construction works with the Office of the Provost and the University of Illinois Systems Office to manage space allocations in accordance with the Campus Master Plan that guides the development, renovation, and repurposing of facilities and spaces.
